Purpose:
- Get Instagram user info by user ID
- Inverse operation of get_user_id_by_username (ID → user info)
Parameters:
- user_id: Instagram user ID (numeric string)
Return:

- `data.biography`: Biography
- `data.profile_pic_url`: Profile picture URL
- `data.follower_count`: Followers count
